About & Methodology

How we research, interpret, and present NYC LL144 and EU AI Act requirements

Our Approach

NYC144EUAIAct.com is a free informational resource that breaks down AI compliance regulations into plain English. We cite primary sources for every claim and update content as regulations and enforcement guidance evolve. This site is maintained by Subodh KC. For automated compliance tooling, see HAIEC. Editorial content is independent of HAIEC's commercial products.

Primary Sources We Reference

  • • NYC Administrative Code §§ 20-870 through 20-874 (Local Law 144)
  • • NYC Department of Consumer and Worker Protection (DCWP) Final Rules
  • • EU Regulation 2024/1689 (EU AI Act) — Official Journal of the EU
  • • EEOC Uniform Guidelines on Employee Selection Procedures (29 C.F.R. § 1607)
  • • NYS Comptroller Audit Report 2024-N-6 (December 2025)
  • • Cornell / HR Brew compliance estimates (April 2026)

We do not provide legal advice. Our guides reflect regulatory requirements as written, with conservative interpretations where guidance is ambiguous.

Content Standards

Every guide and tool on this site follows these standards:

Primary Source Citations
Every regulatory claim links to the official source text
Plain English
Legal requirements explained without jargon, with worked examples
Current Dates
Enforcement deadlines and timelines reflect the most recent regulatory updates
No Fake Numbers
Penalty ranges, audit costs, and compliance rates come from cited sources

Conservative Approach

Where regulatory guidance is unclear or evolving, we default to the more comprehensive interpretation. It's better to over-prepare than to reconstruct evidence during an investigation.

What We Are — And Aren't

What we are:

  • A free educational resource for employers navigating AI compliance
  • A reference hub citing primary regulatory sources
  • A provider of free interactive tools for self-assessment

What we are NOT:

  • A law firm or legal service provider
  • An independent bias auditor (as defined by LL144)
  • A certification body or regulatory authority
  • A substitute for qualified legal counsel
Important: You are responsible for your compliance outcomes. This site provides information to help you understand requirements, but final compliance decisions should be made with qualified legal counsel.
Update Policy

Regulatory guidance evolves. We monitor official sources and update our content accordingly.

Enforcement updates: Published as new penalties and investigations are reported
Regulatory changes: Content updated as new guidance is issued
Review cycle: Guides reviewed periodically against primary sources
